Preheat oven to 350°F.
Place cake mix, baking powder, milk, sour cream and eggs in large mixing bowl. Mix on low speed for 30 seconds and on medium for 1 minute.
Spread batter into a greased 9x13 inch pan.
For streusel topping, mix together brown sugar, flour, cinnamon and salt in a small bowl.
Cut in butter until mixture resembles small crumbles.
Spread crumbles evenly over cake batter.
Bake at 350°F for 40-50 minutes until a toothpick inserted in the center comes out clean.
For the glaze, mix together powdered sugar and heavy cream.
Cut cooled cake into slices and drizzle with glaze allowing it to drip down the sides.
