Bring water to a boil in a large pot and cook the angel hair pasta for 4-5 minutes. Drain and return to the pot.
While the pasta is cooking, melt the butter in a saucepan over medium-low heat. Whisk in the flour and cook while stirring for 1-2 minutes.
Slowly whisk in the water and half-n-half until smooth.
Add the cream cheese and seasonings. Stir until the cream cheese is melted, and then whisk until smooth.
Pour the sauce over the drained pasta in the pot and cook while stirring over low heat for 2-3 minutes.

One: Eight ounces is half of a 16-ounce package of pasta. If you want to make the whole package, you'll need to double the sauce ingredients as well.Two: Store leftovers in an airtight container in the fridge for 3-4 days. Reheat in the microwave.
